Orion Brutoco, MSW
Co-Founder & Disability Advocate
Master of Social Work, USC
Orion Brutoco, MSW, is the co-founder of Bureaucratic Ninjas and a disability advocate with a professional background in social work.
Orion’s experience includes working with vulnerable populations in Los Angeles’ Skid Row community, as well as supporting adults with disabilities and older adults who rely on programs such as In-Home Supportive Services (IHSS) to remain safely in their homes and communities.
His social work background gives him a unique understanding of both the human side of disability and the complex systems families and individuals must navigate to access essential support.
As a parent raising a child with developmental disabilities, Orion also understands firsthand how complex these systems can be for families.
At Bureaucratic Ninjas, Orion brings that experience to helping clients navigate IHSS, Protective Supervision, Regional Center services, HCBS waivers, appeals, and other disability benefits—making complicated bureaucratic processes clearer, more strategic, and more manageable

Melanie Brutoco
Co-Founder & Child Advocate
Parent & Special Needs Advocate
Melanie Brutoco is the co-founder of Bureaucratic Ninjas and a disability advocate with both professional and firsthand experience navigating the systems that support individuals with disabilities. Before becoming a parent, Melanie worked with individuals with disabilities in Louisiana, giving her an early understanding of the challenges individuals and families face in accessing appropriate care and support.
Years later, when their daughter Olivia was born with a rare genetic condition and developmental disabilities, Melanie found herself navigating those systems from an entirely different perspective—as a parent.
Through advocating for Olivia, Melanie developed extensive firsthand experience navigating IHSS, including Paramedical Services and Protective Supervision, as well as Regional Center services, HCBS waivers, and other disability benefits and supports.
Today, she brings both perspectives to her work with Bureaucratic Ninjas, helping families understand complicated requirements, build strong documentation, prepare for assessments and appeals, and advocate effectively for the services their loved ones need.
Her goal is simple: families shouldn’t have to become experts in bureaucracy just to access the support their loved ones are entitled to receive.
